To study the role of local party associations, in giving opportunity to blacks, Chicanos, and women to hold positions of leadership in the political arena. The questions of party groups willing to sponsor minority individuals, whether parties are open and accessible to minorities, and do parties recruit qualified minority individuals will he raised during investigation.
