The project will provide a landmark investigation of how governmental powers related to war have been exercised by the various branches of the government, from the Washington through the Eisenhower administrations. Supported by $275,000 in funding from the American Bar Association since 1971, this project will complete the detailed investigation of primary sources and prepare the manuscripts for two volumes of the final work.
