The Colorado committee's 18 month first year program will center on questions of meeting the challenge of the state's rapid growth: whether the amount and type of growth should be controlled--and if so, how and by whom; how changing patterns of population have affected the philosophy and structure of government in Colorado and in other places and times: and, in a broader sense, whether Coloradans are faced with a choice between economic well-being and the long-term quality of the setting in which they live.
