A cooperative agreement between the NEH and the Council on Library and Information Resources to perform a strategic assessment and issue a report on the Digging into Data Challenge program and its resulting grant projects.

The Council on Library and Information Resources (CLIR) proposes to provide a strategic planning assessment of the Digging into Data Challenge, a competition jointly sponsored by the NEH together with the Joint Information Systems Committee from the United Kingdom, the National Science Foundation from the United States, and the Social Sciences and Humanities Research Council from Canada, through a cooperative agreement with the Endowment. The goal of the Challenge is to encourage collaborations in the humanities that explore the application of computational techniques to a large corpora and to begin to understand the kinds of research that become possible at scale. CLIR's proposed process-oriented, ethnographic approach calls for a combination of focus group meetings, interviews, and site visits with grantees, program officers, and experts to be identified in consultation with the NEH and other participating agencies. The work will proceed in two phases: one to take place shortly after the awards are made and a second to occur after the research projects have been concluded so that we can compare expectations with results. The delivarables will include a formal briefing approximately six months after the award, an interim report at the end of the first year, and two final reports at the conclusion of the work: a technical report detailing the methodology and findings and a more accessible, interpretive document appropriate for a general audience.
