To study the relationship of reparations from Germany after WWII to the European Recovery Program (Marshall Plan). The development and evolution of American reparations policy, the impact of disagreements among the victorious powers, the effects of the division of Germany and the changes that occurred as a result of the American decision to rehabilitate Europe under the European Recovery program, implemented in 1948, will all be examined. Materials to be reviewed include records of the State Department, War (Army) Department Office of the Military Government for Germany, and the Economic Cooperation Administration.
