To plan the conversion of an old building near the Dubuque Ice Harbor into a museum concentrating on river travel on the Upper Mississippi by securing a planning director and a strong local support committee, securing preliminary commitment of artifacts, documents, etc., for display, consulting with museum exhibit planners, archivists, librarians and others, and planning the long-term management and maintenance of the museum.
