To edit and publish the manuscript accounts of the proceedings of the Parliament of 1628. This Parliament produced the Petition of Right, a document second in importance only to the Magna Carta, affirming that a subject should be tried by due process of law, should be free from martial law in time of peace, and should not be long detained or imprisoned without cause shown.
