To publish an analysis of how until recently Buddhism provided legitimacy to political and social authority in Tibet and served for the Tibetan people as a value system, cultural cohesion and philosophy of life. PI will use Max Weber's analytical approach to the study of bureaucracy as a stratum based on a common system of beliefs and education.
