To describe and evaluate the process by which the Ottoman Empire was modernized during the late 19th and early 20th centuries, particularly during the reign of Sultan Abd Ul-Hamid II. Emphasis will be laid, not only on the modernization of institutions and forms, but also on the processes by which the Ottoman mind and Ottoman society evolved in response to the needs of the modern world.
