In this project I will seek to trace, explain, and assess the shift from congressional preeminence in the late nineteenth century to presidential preeminence today. In doing so I will combine historical, institutional,and normative approaches. My aim is to provide a nuanced analysis and assessment of the current balance of power between the branches that neither dismisses the significance of the changes that have occurred nor exaggerates their character and importance. |
