To analyze the political struggle which slowed Russia's economic development during the 19th century in terms of the operation of competing interest groups. This examination of entrepreneurs, economists, and engineers on the basis of their education, social origin, professional ethic and general cultural values, should avoid the fault of painting the participants in the struggle a uniform and monolithic quality which belies reality.
