To produce a book-length, interpretive study, of American foreign relations during the Second World War through an examination of familiar and unexplored problems. The study will focus on the manner in which American diplomacy adapted to the new conditions of global war and will analyze the policy-making process, studying such problems as the role of the newly emergent military establishment and the implications of a vastly expanded foreign policy bureaucracy.
