To continue research on and study of the Council on Foreign Relations (New York) and the Royal Institute of International Affairs (London). Project will serve in placing foreign policy in its proper social, economic, and intellectual context, and its comparative approach permits conclusions to be drawn about the nature of diplomacy in 2 of the major powers--one rising and one falling--in the 20th century.
