Abstract: Moving Image Preservation of Puget Sound (MIPoPS) was formed to help archives, libraries, and other cultural and heritage organizations with analog video in their collections but with neither the resources nor expertise to address these at-risk materials.
Our presentation will describe the open source tools and techniques utilized by MIPoPS to support our participants, ensuring affordability, demystifying the digitization process and empowering them to succeed. By communicating with these institutions and freely sharing our experiences, tools and techniques, we support awareness, preservation and access of other regions’ moving image collections. This presentation seeks to further this effort to provide support and resources to institutions with similar needs.

Fortunately, there is a growing archives-oriented community that is working to address this problem. This session will cover specific examples of collaborative tools, spaces and workflows with a focus on the open source community and ethos. It will give an overview of the various tools and open projects that are available to aid institutions getting started with A/V preservation presented as a specific case study from Seattle’s Moving Image Preservation of Puget Sound (MIPoPS) showcasing how they are simultaneously benefiting from and contributing to this collaborative approach to audiovisual archiving.

Abstract: In recognition that NWA 2018 is held in a federally-recognized Tribal nation and in keeping with this year’s theme, Moving Image Preservation of Puget Sound (MIPoPS) will screen archival footage relating to the Indigenous people’s experience in the Pacific Northwest. All videotape was digitized at MIPoPS, in collaboration with partnering institutions (the University of Washington Libraries, Ethnomusicology Archives’ Vi Hilbert Collection and the Seattle Municipal Archives’ Seattle Channel collection), thanks to funding from NEH, NHPRC, and 4Culture grants. Selections include: Vi Hilbert (Upper Skagit Tribal Elder) presenting stories and songs from "Sharing Legends at Upper Skagit", a Lushootseed language and storytelling program; and excerpts from the documentary, "Bernie Whitebear: A Modern Warrior". To conclude, we will share two clips that are unrelated, but that are some fan favorites from Moving History (MIPoPS’ quarterly screening night series) - two comedic PSAs created and animated by the Seattle Fire Department, featuring Big Red - the talking fire hydrant!

Abstract: Moving Image Preservation of Puget Sound (MIPoPS) was formed to help local archives, libraries, and heritage organizations with analog video in their collections, but with neither the resources nor expertise to address these at-risk materials. MIPoPS recently experienced some major growth; we went from one full time staff member to two! This has allowed us to redefine our outreach strategies which involve in-creased social media presence, forging new partnerships with local media outlets, improved planning and execution for community events, as well as tapping into our creativity to reach new users. In this presentation, we will outline the key components of our new marketing strategy and methods of monitoring success. We will provide example excerpts from Moving History (our quarterly screening night series) highlighting ways we’ve incorporated art and music to engage new users with archival video material. A community discussion will follow to provide support and resources to institutions with similar needs.

Abstract: From small regional archives to large academic institutions, portable recording formats such as compact cassettes and DV tapes abound in oral history and field recording collections. As such, they are a crucial element in the preservation of community voices and heritage. Since these formats are universally subject to the risk of “degralescence,” a dual threat of physical deterioration and loss of playback equipment, it is paramount to create the truest digital proxy possible when any reformatting is undertaken. This talk will dive deep into the underlying technologies and methods involved in the reformatting of these items, touching on topics such as playback head demagnetization, the provenance metadata contained within DV videos, and reformatting tools (both existing and under development). Attendees will come away with an enhanced understanding of open resources and techniques involved in making the digital preservation of these items both optimal and attainable.

MIPoPS (pronounced mee-pops) works with your favorite local libraries, museums, and archives to digitize the video treasures hidden in their collections. They’ve got U-matics, Betacam, DVCAM, LaserDiscs, VHS tapes, and more – and MIPoPS has the equipment and know-how to bring those old formats back to life. Partnerships between MIPoPS and local heritage organizations have brought hundreds of tapes from moldering, musty shelves back to the big (and small) screen! Video tape is a magnetic medium with a shelf life of less than 30 years. This means that any existing video tape is at critical risk of being lost to degradation – forever. MIPoPS is fighting the good fight against this magnetic media crisis, and they want to share the gems that they’ve discovered in the process!

Abstract: Moving Image Preservation of Puget Sound (MIPoPS) will host Archival Screening Night for the first time this year at the Northwest Archivists’ Annual Meeting. The Great Outdoors will explore the endless variety of outdoor activities and scenic locales—wildlife preservation and observation, national and regional parks, hiking, boating, and bicycling, in addition to iconic camping and backcountry experiences. Content includes oral histories, news footage, music, experimental, and documentary footage. Please join us for an evening of entertainment and awareness for archival moving image content as we view film and video from participating archival collections.

Abstract: This panel will provide several hands-on demonstrations of AMIA Open-Source tools including vrecord, ltopers, audiorecorder, and QCTools detailing their use and opportunities to customize them to fit your workflow. We will also review opportunities in digitization that were earlier unfeasible. We will discuss recent collaborative work amongst archivists to address videotape digitization issues. This includes the creation of online manuals, resources, and software, such as those developed in the amiaopensource GitHub organizational account.
We hope to address the challenges of analog tape digitization and demystify the entire process of planning and maintaining in-house audio and videotape digitization projects. The audience will gain a clearer understanding of digitization objectives, as well as, how and where many digitization practices achieve or miss the mark.

Moving History X: Breaking News (Public Lecture or Presentation)Title: Moving History X: Breaking News
Abstract: MIPoPS presents “Breaking News!” featuring archival news stories and programming from regional archives. We’ll explore our local news history, starting with On Cue, a program aired on the first anniversary of KIRO-TV’s inaugural broadcast on February 12, 1959. This “day in the life” of local television news is part of the KIRO-TV Special Programs videotape collection held by the UW Libraries, Special Collections. Following that, we’ll share historical broadcast pieces from our participating institutions, including MOHAI, the Seattle Art Museum, Seattle Municipal Archives, the Wing Luke Museum and many more.
In an age when we are bombarded with multiple news stories and sources on a daily basis, it is important to reflect on our media history. Before Facebook, YouTube and Twitter, the Seattle area relied on KING, KIRO, KOMO, KCTS, and the Seattle Channel for their local television news. How we documented and described ourselves through broadcast reporting was (and continues to be) an essential part of how we formed our identity as a city and a community.
Television news has been called the first draft of history, but archival collections of local news broadcasts are scarce. Worldwide, more than 30 million hours of unique television programming are broadcast every year, yet only a tiny fraction of it is preserved for future reference, and only a fraction of that material is publicly accessible. Most television broadcasts are simply lost forever, though television archivists have been working diligently to preserve this important resource.
Television remains the most powerful medium in our culture, but we have almost no memory of it: broadcasts are ephemeral, and therefore difficult to analyze, fact-check, and evaluate. Publicly accessible television archives could transform television into a medium with a permanent history that is searchable, accessible, and therefore accountable.
Following the screening will be a Q&A session with MIPoPS.

Moving History XI: Activism in the Archives (Public Lecture or Presentation)Title: Moving History XI: Activism in the Archives
Abstract: This edition of Moving History will explore the endless varieties of activism present in local archives! Before the screening, there will be an introduction presented by Seattle Municipal Archives. Following the screening, we’ll hold a Q&A session with MIPoPS staff and participating institution representatives.
In our current political climate, providing access to historic records is key to assisting the public in the quest for self-education and unbiased understanding of important events and policies. Protests, public speaking, community centered programs, art and performances, social justice, advocating for public spaces, giving a voice to the stories of marginalized groups, documenting histories of injustice, and promoting more environmentally sustainable and humane futures are just some examples of activism preserved in the audiovisual record. “Public archives…are making a strong effort to reach out to groups and collect materials whose provenance reflects the fullest possible range of social interests and actors. At the same time, social activists and public interest groups are recognizing the value of archiving their own materials, voices and stories for the sake of future generations.” (archivalactivism.wordpress.com)
In recognition of the 20th Anniversary of the WTO Protests, this screening will include footage of activists in action from the Independent Media Center collection (recently digitized at MIPoPS). This material is from the 400 hours of video collected by the Seattle Independent Media Center during the 1999 WTO protests. In her article “Another Network is Possible,” April Glaser describes the birth of the Independent Media Center:
