To write and publish social and economic historical analysis of the Prebelof Islands, from 1786 to the present. The Islands were designated in 1869 as a national refuge for both fur seals and the Aleut inhabitants of the region. The study will focus on the relationships between the individual, government regulation and the environment, and the effects of government management on the economic and social institutions.
