To continue the planning and coordinating activities for the Bicentennial Youth Debates, and to prepare for the full operation of the national program. This phase will include: the further preparation and dissemination of promotional, participatory and informational materials; the selection and testing of the actual resolves; and the solicitation of non NEH funds.
