To initiate a series of Perennial Issue Papers in Political Science. Each paper, on a major issue or concept in political life, will review the philosophical tradition of inquiry about the issue; the central ethical questions raised; and relate these questions to the subjects taught in courses on political institutions, political behavior and public policy. The papers are addressed to faculty who teach these courses.
