Traditional English courses cannot reach students for whom standard English is second language. Hinders learning in all other areas. Growing number of Puerto Rican workers plus sizable Negro minority make problem especially pressing West Chester. Lack of English limits work and social contacts, creates isolated Spanish and ghetto communities. Language reinforced by peers. Creates vicious circle which must be broken.
