To examine the rapidly rising costs of medical care; the role of scientific data and human values in the process of decision-making on priorities within the health sector as well as cultural changes and patient-disaffection with the delivery of medical care. To analyze the development of recent U.S. public policy decision-making in the health sector and attempt to build bridges between the state of the art among the experts and lags in the level of knowledge of policy makers.
