To study the handling of complaints from inmates in prison by Ombudsmen in Sweden, Finland, Denmark, New Zealand, Canada, Conn., Hawaii, Iowa, Minnesota, and Wash. D.C. The P.I. will use the experience in Scandinavia and New Zealand as a basis for describing, analyzing and appraising the origins, jurisdiction, terms and conditions of office, budget and staffing, record-keeping, procedures, work load and results of the American offices. The humanistic quality of this research lies in the essential characteristic of Ombudsman offices as exercises in rational and moral suasion.
