To examine the impact of political values, organization, and behavior upon public policy in a major American city, Cleveland, Ohio, from the growth oriented optimistic years of the early twentieth century until the depression years of the 1930s. Grantee is investigating a broad range of issues such as questions of physical development, public safety and public health, provision for utilities and related services, and welfare during these decades. Grantee will consider who made major policy decisions and why they made the choices they did.
