To compile a history of U.S. colonial policy towards the Philippines from McKinley's first administration (1897-1901) through the establishment of Philippine independence in mid-1946. Study will focus on struggle between retentionist and antiretentionist blocs in Congress and the scheduled dismantling of the "special relationship between the U.S. and her colony after 1935.
