To do a two-stage study of the 33-year career of a leading judge of the U.S. Court of Appeals, John J. Parker Of the 4th circuit: (1) Completion of a definitive examination of his 1930 nomination and defeat for the Supreme Court, with reasons for and consequences of the nomination and defeat; and (2) a biographical study of Judge Parker, focusing on his long and varied career as chief judge of a federal intermediate appellate court.
