To analyze some of the significant political and cultural issues that emerged during a period of institutional crisis at the United Nations Educational, Scientific and Cultural Organization (1974-76). Study will focus on 2 problems: 1) the changing political limits of cultural cooperation, and the Third World's efforts to control its own information resources; and 2) to present a concrete instance of the larger problem and a separate issue richly revealing of Third-World aspirations, apprehensions and ambivalence toward established Western culture
