Poverty and Social Welfare in the Preindustrial American City, 1780-1840

To conduct a comparative study of the social welfare history of major American cities in the preindustrial period. Through research in the published and manuscript records of city government and philanthropic reform groups, and in the writings and correspondence of humanitiarian leaders, the validity of several theories for Boston, Baltimore, Charleston, Philadelphia, New Orleans, and a few other cities will be tested.
