Many authorities have noted that the substantive issue of human and civil rights and liberties cannot be divorced from the processes through which these rights and liberties are formulated and implemented Judges, while not the only pivotal actors, can be expected to be near center stage in the human rights drama. Extensive reading and course auditing in the judicial process area will provide the opportunity to integrate the most recent literature on judicial recruitment, organization, ethics, decision-making, and impact into courses in Civil Liberties, Criminal Justice, and International Law, and to prepare a new course in the Judicial Process.
