To complete a survey of the literature on patterns of political and entrepreneurial activity among residents of squatter settlement in Latin America, and especially of the organization and functioning of barrio .juntas, on the premise that many of them are structurally analogous to American frontier towns and thus subject to the Elkins and McKitrick modification holds that in the initial stages of settlement, a proliferation of new towns effected a broadening of the distribution within the society of individuals with political and entrepreneurial experience and promoted an atmosphere of tolerance within which political democracy could expand.
