To identify the factors which influenced the War Department initially to prohibit the civil use of tear gasses and later (1921) release them for riot control. To document the relationship between the chemical warfare service and the firms which sold these munitions to police forces. To study the connection between the availability of tear gas munitions and the decline in violent confrontations in America from 1921 - 1925.
