To examine the origins of the Executive Office of the President as an educational institution. What is needed is an assessment of how well the presidency functions as an educational leadership institution. What is the quality of the learning capacity there? How much ought really be expected of this institution? Can that instituion which is charged with implementation also be the proper and effective locus for program evaluation, experimentation assessment and national planning?
