To research the political implications of some of the recent work of the F.C.C. focusing on whether the existence of a licensing agency for broadcasters means that censorship is inevitable by definition, what view of public interest has dominated the F.C.C. and whether this view is sensible, and whether the F.C.C. should be active in this promotion of the public interest as well as how the relationship between private interest and programming decisions should be understood.
