A study of the dynamics of change in the Democratic Party of the U.S. House of Representatives and the consequences and significance of those changes for the House as a political institution. The research will be based on extended discussions with a large number of Democratic Congressmen chosen to reflect differing perspectives on reform and on the questions raised by the study.
