To examine the records of the Office of Coal Research, Interior's Division of Oil and Gas, the Oil Import Administration, the National Petroleum Council, and the papers of the office of the Secretary of the Interior in order to substantiate PI's theory that current energy problems are not the product of market conditions or the Arab oil boycott, but rather have been precipitated by the amalgam of corporate and government fuel policies since WWII.
