To study the legal and political dilemma presented by the problem of runaway slaves from 1787 to the Civil War. Constitutional aspects of fugitive slave laws and the 1st systematic study of the Fugitive Slave Law of 1793 will be included. Related problems of law and society such as judicial and public reactions to these laws and the question of enforcement in different regions will be examined.
