Social Welfare and Authoritarianism in Peru and Bolivia

To explore the relationship between social welfare reform and authoritarianism in Peru and Bolivia. Focus will be on welfare reform in Peru since the post 1968 period, in which a military sponsored authoritarian government has been in power; and in Bolivia under the authoritarian government of Hugo Banzar, which has ruled Bolivia throughout most of this decade. Study will analyze why social welfare reform failed under democratic governments in Peru and Bolivia and why it could only be effected within an authoritarian political context.
