To establish the optimum program of use of the historic schooner Ernestina/Effie Morrissey by arranging agreement between civic groups in Massachusetts, Rhode Island and New York on use and support of the vessel; devising suitable youth programs; preparing a photo exhibition relating to ship's history, Arctic exploration, and Afro-American sea heritage; collecting materials and stimulating research on Cape Verde Packet Trade and Black seamen.
