The development of procedures and tools designed for the preservation of Digital Video (DV) recordings, a highly fragile format used widely in the mid-1990s through 2000s, documenting local heritage, oral histories, arts performances and a variety of other cultural events and activities.

Moving Image Preservation of Puget Sound (MIPoPS) is requesting supporting funds via a Tier II National Endowment for the Humanities Research and Development grant for a project, titled DV Rescue. [The project will] develop procedures and tools that will support migrating data from DV tapes into digital files suitable for long-term preservation. This will fill an urgent need for DV tape transfer tools that can rescue content from at-risk digital videotape formats. The DV Rescue project will entail two years of work to develop open source and freely available software, user research and testing, and create documentation to help define and perform comprehensive, automated, and easy-to-use data migration techniques. MIPoPS will collaborate with RiceCapades, a consulting and development company. They will also work with eight institutions currently collecting DV videotape to conduct research, define preservation workflows, establish standards and develop the most impactful tools f

Falling in-between professional expertise in file-based digital preservation and analog videotape digitization, DV tape are best preserved by migrating the data from the tape into a file rather than handling them as a video digitization event. This panel will review the work of a project responsive to the status of DV, called DV Rescue. The DV Rescue project is funded by the NEH in order to research DV preservation and to create new tools to facilitate the efficient transfer of data from tape to file. The presenters will show early models of their work, research conclusions, and methods to troubleshoot DV capture and preservation.

Abstract: This proposal responds to a request for a customized training workshop to assist in audiovisual processing and quality control procedures for DV videotape formats at Smithsonian institutions. The workshop shall include a focus on capturing methods for DV, quality control of the result, and DV format particularities for packaging and access. The workshop will present a summary of the overall research and deliverables of the DVRescue project, which were initially developed by MIPoPS and RiceCapades with funding from the National Endowment for the Humanities. This work will be completed in close communication with select Smithsonian Institution Archives staff, whose digital preservation goals and workflows will set the priorities of the workshop. The project is recommended to occur in the following structure: Initial meeting with Smithsonian Institution Archives to generate a draft workshop schedule. Generation of teaching and training materials, workshop exercises, and activities responsive to Smithsonian case studies. Presentation of a custom workshop. We recommend a consciously collaborative and responsive approach between the RiceCapades, MIPoPS, and Smithsonian Institution Archives, so that both are working in a manner that provides efficient feedback to one another.

Abstract: MiniDV tapes are made to be tiny and cheap. These factors enabled many cultural, journalistic, and humanities organizations to create unique audiovisual documentation for the first time. This format, however, was not commonly used for media distribution, thus a collected DV tape is very likely a camera original or a unique recording rather than a copy. While cheap and tiny, DV tape is far more susceptible to contamination, damage, decay, and environmental factors than other videotape formats from the same time period and there are few resources or tools to support the migration of data fromDV tapes Due to abandonment by market forces, the major software options for migrating DV tape are all now unavailable. This poses a tremendous preservation risk, as DV contains a wealth of metadata (including validation checks) allowing the results of a data transfer to be easily assessed. If captured digitally, the DV videodeck leaves thorough documentation within the resulting DV file regarding the success and failure of its transfer. Falling in between the substantial eras of analog video tape and digital audiovisual files, DV tape was a transitional format which has not been sufficiently addressed by research and development in audiovisual preservation. Whereas preservation communities bring substantial expertise on the digitization of analog videotape and on the preservation of digital files, there are few resources or tools to support the migration of data from the surfaces of DV tapes into digital files. DV Rescue, a NEH-funded project, is an attempt to address this need via research and tool development focused specifically towards rescuing the content of DV tapes. The panelists, all participants in the DV Rescue project, will share findings, discuss the challenges and strategies of building software upon obsolete technology, and workflows to take advantage of the potential automation abilities of DV tape preservation. Abstract: A course offered at Bay Area Video Coalition. The syllabus includes and utilizes resources and tools created by MIPoPS for the DVRescue project. Course Description:With generous funding from the National Endowment for the Humanities BAVC Media is offering a Community-Based Preservation Education and Training program. Through this new program BAVC Media hopes to both address the urgency of preserving audiovisual content while digitization is still a material possibility, as well as broaden the diversity and inclusivity of the audiovisual preservation field. To accomplish this, we are working with community-based organizations to provide experiential training and education that is otherwise difficult or expensive to access graduate-level degree programs and on-the-job technical training. The topics covered during this program will include: the setup and use of critical components of a tape-based audiovisual playback station, the maintenance and calibration of tape players and monitoring equipment, the repair and handling of tape-based media, and the identification or common video errors. These topics are meant to provide participants with hands-on experience working with audiovisual playback equipment, as well as experience performing tasks that are typically the responsibility of trained technicians. The goal is to provide individuals working with collections containing memory and heritage with the skills needed to properly preserve these materials amidst the coming magnetic media crisis. Class instructions will all be provided remotely. These consist of asynchronous pre-recorded video resources as well synchronous office hours and group convenings, both facilitated via zoom. Office hours are scheduled for flexible chunks of time throughout the week. Group convenings will be minimal, but attendance is strongly suggested. Abstract: DV videotape formats face an exceptional obsolescence risk. Falling in-between professional expertise in file-based digital preservation and analog videotape digitization, DV tapes are best preserved by migrating the data from the tape into a file rather than handling them as a video digitization event. This panel will review the past two years of work on the DVRescue project. Funded by the NEH, DVRescue worked to research DV preservation and create new tools and documentation to facilitate the efficient transfer of data from tape to file. The presenters will demonstrate current versions of the tool, research conclusions, methods for troubleshooting, as well as how they will utilize findings to inform future work.

Introduction to DVRescue (Public Lecture or Presentation)
Title: Introduction to DVRescue
Abstract: This webinar occurred outside of the grant period, but speaks to the continued interest in the DVRescue project and archivists seeking to learn how to use the DVRescue toolkit. This webinar will be a training workshop to assist in audiovisual processing and quality control procedures for DV videotape formats at archival institutions. The workshop shall include a focus on capturing methods for DV, quality control of the result, and DV format particularities for packaging and access. Participants will gain hands-on experience learning how to use the DVRescue toolkit for capture, quality control analysis, resolving artifacts, packaging videos for long term preservation, as well as other general best practices for working with DV. In addition, presenters will go over a summary of the overall research and deliverables of the DVRescue project — which were initially developed by MIPoPS and RiceCapades with funding from the National Endowment for the Humanities. Presented as part of the Association of Moving Image Archivists AV Open Source Tools webinar series.
