Retrospective Assessment of Pittsburge and Alleghany County Air Pollution Statues

To examine a specific case study of enforced energy change in order to illuminate the process involved in energy policy formulation and implementation, to suggest areas and the extent of possible impacts, and to recommend guidelines. The events to be examined are those involving the passage and implementation of air pollution legislation in 1941, 1949, and 1960. Attention will be paid to the role of the value policy process.
