To reconsider and reappraise the decade of reform of which the Great Reform Act is the centerpiece. Previous studies have suffered from an obsession with the rise of the "urban and industrial" middle class. This study will attempt to place the years of reform firmly in the context of the more complicated political realities which politicians like Grey and Peel had to face.
