To produce an up-to-date, full-length biography of the man who was the author of the first Bill of Rights to be adopted on the American continent, an active contributor to the debates in the Federal Constitution-making convention at Philadelphia in 1787, and influence, through his refusal to sign the Constituion without a Bill of Rights, on the addition of the first group of amendments.
