The purpose of the project is to complete this almost finished book. The significance is to give an historical explanation of the present rules and principles, in short the constitution, of Britain. The moral is that the British took over 1000 years to create a truly humane and civil policy. Each of the fundamental principles herein described enjoyed a continuity over several centuries, was transmute first into a rule of politics and then into a constuitutional principle; and these ideas when combined together formed the foundation of Britian's public law.
