Copies of thousands of manuscripts have been collected from thousands of libraries, historical societies, government offices, and all contemporary newspapers and other publications on the topic of the ratification of the Constitution and the proposal and adoption of the Bill of Rights have been searched. These documents are published in volumes and as supplemental material in the U.S. and abroad because it sheds light on the original meaning of the Constitution and the Bill of Rights.
