To join the Library of Congress in establishing a national newspaper project which would upgrade state newspaper collection and preservation programs, promote the application of national bibliographical, microfilming and information science standards and procedures, and, thus, to meet the needs of researchers by making possible the preparation of accurate and up-to-date guides to newspapers and the preservation of the resource itself.
