General operating support for state or territorial humanities council

The Arkansas Committee will operate under the theme, "Individual Rights and Community Values". The Committee plans to develop the program through a state-wide humanities conference, workshops for the public and the humanists, and a newsletter. At the end of the first grant year an evaluation conference will be held.
