The Committee, in its third year, will operate under the theme, "The Consent of the Governed: Human Values and Public Policy". The Committee plans a more intensive program development through a series of development and evaluation conferences during the year, through systematic media contacts, through more frequent publication of its newsletter, and through more contact by Committee members with potential regrantees.
